The European Commission has released its 2023–2025 GSP+ Monitoring Report on Pakistan, acknowledging progress in the country’s climate policy framework while raising concerns over weak implementation.

According to the report, Pakistan continues to meet its international reporting obligations under the Paris Agreement and other multilateral environmental treaties. It also noted that the government has introduced a National Climate Policy and Carbon Market Guidelines aimed at strengthening climate governance.

However, the Commission stressed that implementation of environmental commitments remains inadequate. It identified air pollution (smog), recurring floods, extreme heat, and growing water scarcity as some of Pakistan’s most pressing environmental challenges.

The report further emphasized the need for stronger enforcement at the provincial level, stating that more effective implementation of climate policies is essential for Pakistan to meet its international environmental commitments and build resilience against climate change.
