Pakistan is often described as a country running out of water. Yet every few years, we watch entire communities disappear beneath it.
One season brings devastating floods that sweep away homes, crops and roads. Another brings shrinking reservoirs, dry canals and warnings of water scarcity. The contradiction is striking. How can a country have too much water and too little at the same time?
Perhaps the problem is not simply how much water Pakistan has.
Perhaps it is how we manage it.
For years, the national conversation has revolved around one question: How do we find more water? We debate dams, new reservoirs and dwindling per capita availability. Those are important discussions. But they often overlook a more uncomfortable reality. Pakistan's water crisis is not the result of a single shortage. It is the product of several interconnected failures that climate change is now making impossible to ignore.
The crisis begins long before the tap runs dry.
We Think Pakistan Is Simply Running Out of Water
The phrase "water scarcity" has become so common that it sounds like the whole story. It isn't.
Pakistan receives between 229 and 247 billion cubic metres of renewable freshwater each year, depending on the accounting method used by different institutions. Nearly all of it flows through the Indus River system, one of the largest irrigation basins in the world.
The problem is not that water has disappeared.
It is that it arrives unevenly, both geographically and seasonally.
Much of Pakistan's water comes from snow and glacier melt in the north, combined with monsoon rainfall. Climate change is making both increasingly unpredictable. Some years bring catastrophic floods. Others bring prolonged dry spells. Water arrives in intense bursts when storage is limited and is often unavailable when farms, cities and industries need it most.
Pakistan does not only struggle with too little water.
It struggles with too much water at the wrong time, and too little when it matters most.
We Believe More Dams Will Solve Everything
Whenever Pakistan's water crisis dominates public debate, the conversation quickly turns to dams.
Storage is undoubtedly part of the solution. Pakistan stores less than 10 percent of the Indus River's average annual flow, leaving the country with roughly 35 days of irrigation storage during the main growing season. Compared with many neighbouring countries, this is remarkably low.
More storage would help regulate seasonal flows, improve drought resilience and reduce some flood risks.
But dams are not a cure for every water problem.
A new reservoir cannot stop untreated sewage from entering rivers. It cannot prevent groundwater from being over-pumped. It cannot repair leaking urban distribution systems or improve inefficient irrigation practices. Nor can it solve poor governance.
Treating dams as the single answer risks confusing infrastructure with management.
Pakistan needs more storage.
It also needs to manage the water it already has far more effectively.
We Treat Water Like an Endless Resource
If one number defines Pakistan's water challenge, it is this: around 93 to 95 percent of all freshwater withdrawals are used by agriculture.
Agriculture remains the backbone of the country's economy and food security, but much of its irrigation system was designed for a very different era. Flood irrigation remains widespread. Water-intensive crops continue to dominate in many regions. Canals lose significant amounts of water before it reaches farms, while groundwater pumping has expanded dramatically to compensate for unreliable surface supplies.
Today, Pakistan is estimated to have around 1.2 million wells extracting groundwater.
For decades, groundwater acted as the country's invisible insurance policy. When canals failed or rainfall disappointed, farmers turned to tube wells. But what once strengthened resilience is now becoming a growing source of vulnerability.
The rapid spread of solar-powered tube wells has made pumping cheaper than ever, removing one of the few natural limits on groundwater extraction. In several parts of Punjab, groundwater levels are already falling rapidly.
This is not simply an agricultural issue.
It is a governance issue.
Water cannot remain effectively free to extract while becoming increasingly expensive to replace.
We Measure Water in Quantity, Not Quality
When we talk about water, we usually measure it in cubic metres.
But polluted water is not the same as usable water.
Industrial discharge, untreated sewage, agricultural runoff and heavy metal contamination are reducing the quality of rivers, lakes and groundwater across Pakistan. Recent studies in parts of the Lower Indus have found elevated levels of arsenic, lead and cadmium. Other rivers carry high levels of organic pollution that threaten ecosystems and public health.
Every litre of contaminated water shrinks the country's usable water supply.
This is one of the least discussed dimensions of Pakistan's water crisis.
Building more reservoirs means little if the water they store becomes increasingly polluted before reaching people.
Water security is not only about quantity.
It is also about quality.
We Blame Climate Change for Everything
Climate change is reshaping Pakistan's water future.
It is altering glacier melt, intensifying floods, increasing drought risk and making rainfall patterns more erratic. Rising temperatures are increasing evaporation and placing additional pressure on agriculture, cities and ecosystems alike.
Ignoring these realities would be a mistake.
But blaming climate change for the entire crisis would be another.
Pakistan's water challenges did not begin with climate change. Population growth, inefficient irrigation, pollution, weak urban infrastructure, poor groundwater regulation and fragmented governance were already placing enormous strain on the country's water resources.
Climate change has not created these weaknesses.
It has exposed them.
It has accelerated problems that were already decades in the making.
This distinction matters because it changes the solution.
Climate adaptation is essential.
So is better governance.
The Crisis Is About Choices
Pakistan's water crisis is often presented as a race to secure more water before supplies disappear.
The evidence suggests something more complicated.
The country loses water through inefficient irrigation before it reaches crops. It loses usable water through pollution before it reaches households. It loses groundwater faster than it can be replenished in many areas. It loses resilience through poor planning before climate disasters even arrive.
These are not problems that can be solved by engineering alone.
They require institutions that measure water accurately, regulate groundwater responsibly, modernise irrigation, treat wastewater, reduce urban losses, protect rivers and manage the entire water cycle rather than its individual parts.
Water is not simply an environmental issue.
It determines food production, public health, energy generation, industrial growth, urban development and economic stability. It influences whether cities can grow sustainably, whether farmers can adapt to changing rainfall and whether future generations inherit resilience or scarcity.
The question facing Pakistan is no longer whether water will become more difficult to manage. Population growth and climate change make that almost certain.
The more important question is whether we will continue treating water as an abundant resource until it disappears, or begin managing it as the foundation on which every other sector depends.
Pakistan's water crisis is not simply about shortage.
It is about the choices we make before the next flood, the next drought and the next generation are forced to live with the consequences.
