For much of the climate era, wealth appeared to offer a degree of protection.
Rich countries had stronger infrastructure, better hospitals, insurance, reliable electricity, sophisticated weather forecasting and governments with the money to rebuild. Climate change might eventually reach everyone, but its harshest consequences were expected to fall first on poorer countries with fewer resources to prepare.
That inequality has not disappeared.
But the idea that wealth can keep climate risk at a comfortable distance is becoming much harder to defend.
Europe is now the fastest-warming continent. Britain has just recorded its warmest year since national records began in 1884. Heatwaves are becoming more familiar across countries that once treated extreme heat as an occasional event rather than a recurring public risk.
The important story is not that Europe is suddenly as vulnerable as Pakistan, Bangladesh or the Sahel. It is not.
The important story is that climate vulnerability is becoming universal, even if climate resilience is not.
The climate of the past is disappearing
Britain offers a useful example because its climate has historically been associated with moderation rather than extremes.
That assumption is changing remarkably quickly.
The UK Met Office says 2025 was the country’s warmest year on record, with a mean temperature of 10.09°C. The last four years are all among the five warmest since records began in 1884. In Greater London, the number of days above 30°C and nights above 18°C has more than quadrupled when the most recent decade is compared with 1961–1990.
The Met Office’s description of this shift is striking: weather once considered extreme is increasingly becoming normal.
This is larger than one unusually warm summer.
Europe as a whole is warming roughly twice as fast as the global average and is now considered the world’s fastest-warming continent. In 2024, Europe experienced its warmest year on record, alongside severe storms, widespread flooding and extreme heat.
For societies built around a relatively stable climate, the consequences extend far beyond discomfort.
Homes designed to retain heat can become dangerously hot. Railways and roads built around historical temperature ranges face new stresses. Hospitals must prepare for patients affected by prolonged heat. Farmers must reconsider crops and planting seasons. Cities need more shade and cooling. Electricity systems face changing demand.
Climate change does not have to destroy infrastructure to disrupt society.
Sometimes it simply pushes systems beyond the conditions they were designed for.
Wealth still matters
There is a temptation to look at Europe’s heatwaves and declare that climate change has finally made everyone equal.
It has not.
A heatwave in London is not the same event as a heatwave in Jacobabad.
The thermometer may record similar extremes, but everything surrounding that temperature can be different.
A wealthy household may have insulation, cooling, reliable electricity and access to healthcare. A poorer household may have none of them. A European government can mobilise emergency services, strengthen hospitals, redesign streets and spend billions adapting infrastructure. Many developing countries must make similar decisions while also struggling with debt, poverty, inadequate housing and unreliable public services.
Wealth therefore remains one of the strongest forms of climate protection.
But protection is not immunity.
That distinction is becoming increasingly important.
Money can build flood barriers, but it cannot prevent extreme rainfall. Air conditioning can protect people from heat, but it places additional demand on electricity systems. Insurance can help rebuild a home, but repeated disasters can make some risks increasingly difficult or expensive to insure. Better hospitals can save lives, but health systems can still be strained when extreme temperatures affect entire populations at once.
The first world can absorb more climate damage.
It cannot simply buy its way out of a changing climate.
When infrastructure meets a climate it was never built for
Much of the infrastructure around us contains assumptions about weather.
A bridge is designed for certain temperatures and river flows. A drainage system is designed around expected rainfall. A house reflects assumptions about winter and summer. A farm is organised around familiar growing seasons. An electricity network is built around patterns of demand developed over decades.
Climate change alters those assumptions.
This is why the problem facing wealthy countries is not simply that temperatures are rising. It is that entire systems were built using yesterday’s climate as their reference point.
The UK offers a particularly clear example. The famous summer of 1976 remains embedded in British memory as an exceptional heat event. Yet the five warmest UK summers on record have now all occurred since 2003. Summer 2025 became the warmest of them.
What was once exceptional is moving closer to expectation.
That creates an expensive problem.
Infrastructure lasts for decades. Climate conditions can now change significantly within the lifetime of the infrastructure itself. A school built today may still be operating in 2070. So might a railway, hospital, housing development or water system.
The question for governments is therefore changing.
It is no longer enough to ask whether infrastructure works in today’s climate.
They must ask whether it will still work in tomorrow’s.
Adaptation is no longer somebody else’s problem
For years, adaptation occupied an awkward position in global climate politics.
Cutting emissions was presented as the universal challenge. Adaptation was often discussed as something particularly vulnerable countries needed: flood protection in Bangladesh, drought-resistant agriculture in Africa, coastal defences for small island states or disaster preparedness in Pakistan.
That geography no longer makes sense.
London needs heat planning.
Paris needs cooling.
Mediterranean cities need stronger wildfire and water strategies.
European farmers need to prepare for changing rainfall and temperature patterns.
Northern European countries need stronger flood resilience.
This does not diminish the adaptation needs of developing countries. It reveals how large the global adaptation challenge has become.
The difference is capacity.
Europe can spend more. Its institutions are generally stronger. Its citizens are more likely to have insurance, healthcare and social protection. Governments can borrow on better terms and mobilise substantial resources after disasters.
Pakistan faces many of the same physical questions with far less room for error.
How should cities handle hotter summers? How do hospitals prepare for prolonged heat? How do we protect outdoor workers? How much shade should streets provide? Can schools remain safe during extreme temperatures? Can electricity networks withstand rising cooling demand? Can water systems cope when heat and drought arrive together?
These are no longer theoretical questions.
And if countries with considerably greater resources are discovering that adaptation is difficult, countries with weaker infrastructure cannot afford to treat it as something to address later.
Climate inequality is changing
There is an important distinction between climate exposure and climate vulnerability.
More places are becoming exposed to dangerous heat, floods, droughts and fires.
But the consequences remain profoundly unequal.
A flood in Germany and a flood in Sindh may both destroy homes, but recovery can follow very different paths. Insurance coverage, household savings, public infrastructure, government finances and social protection determine how quickly families rebuild or whether they rebuild at all.
The same is true of heat.
A wealthy city can open cooling centres, retrofit buildings, expand tree cover and strengthen emergency healthcare. A rapidly growing city in a developing country may know exactly what needs to be done and still lack the money, institutions or infrastructure to do it at sufficient scale.
Climate justice therefore remains central to the story.
But Europe’s experience adds another dimension.
The old division between countries that suffer climate change and countries that finance responses to it is becoming less clear.
Wealthy countries increasingly have to spend more protecting themselves while being asked, rightly, to support adaptation elsewhere. Domestic climate costs and international climate obligations will increasingly compete for political attention and public money.
That may become one of the defining tensions of climate politics.
What Pakistan should see in Europe’s heat
Pakistan does not need Europe’s heatwaves to understand climate vulnerability.
It already lives with extreme temperatures, floods, droughts, glacier risks and water stress.
But Europe offers another kind of warning.
It shows what happens when the climate begins moving beyond the assumptions around which even relatively wealthy and well-governed societies were built.
Pakistan has far less infrastructure to retrofit and far fewer financial resources with which to do it. That makes decisions being taken today unusually important.
A new school built without heat in mind may remain uncomfortable for decades. A housing development built without shade can lock residents into higher temperatures and cooling costs. A city that removes trees and covers more land in concrete makes future heat harder to manage. A power system planned without considering growing cooling demand may become increasingly stressed during the hottest periods.
Adaptation does not always require spectacular infrastructure.
Sometimes it is a shaded bus stop.
A school designed for ventilation.
A hospital with reliable backup power.
Trees positioned where people actually walk.
Drinking water for outdoor workers.
A heat warning that reaches people before the temperature becomes dangerous.
These decisions look ordinary.
That is precisely why they matter.
The limits of protection
The first world is not becoming the developing world.
That would be an easy comparison, and a false one.
Wealth still buys protection. Institutions still matter. Infrastructure still saves lives. Countries with greater resources will generally adapt faster and recover more easily than those without them.
But Europe’s changing climate is revealing the limits of that protection.
The assumption that climate change would remain primarily a problem of distant countries, future generations or vulnerable communities was always scientifically weak. It is now becoming visibly difficult to sustain.
The geography of climate risk is expanding.
So is the cost of resilience.
The real divide in the coming decades may therefore be less about who experiences climate change and more about who can afford to live with it.
For Pakistan, that distinction should matter enormously. The lesson from Europe’s heat is not that everyone is now equally vulnerable. It is that even strong systems struggle when the climate moves beyond the conditions for which they were designed.
The first world may have more money, better technology and stronger institutions.
What it no longer has is the luxury of believing those things make it climate-proof.
